According to the US EPA, in 2001 most spills occur during the refuling process from either overfilling watercraft or transfering the fuel nozzle to and from the vessel and fuel dock. There are several simple steps that can be taken to avoid spills or clean them up fast, minimizing damages to your facilities as well as your environmental liability and impact on the environment. Even a very small amount of fuel can have an extremely adverse effect on marine life in an astonishinly wide area, cause damage to polystyrene dock floats and nearby vessels, and present a serious fire risk.

It is illegal to add dispersal agents, emulsifiers, or coagulants to spills. Please consult with your local authorities before deploying particulate absorbents to a spill. Do not use any biodegradble products as they will leach fuels and their toxins back into the water as they break down.
